Job Description
Sellick Partnership has been engaged to recruit an interim Capital Accountant to work for an established NHS organisation based in Yorkshire. The main purpose of the role is to take a lead role in managing the Capital Accounting function, including the production of capital elements of the statutory accounts, maintaining the asset register and providing support on investment plans ensuring capital plans are set within budget and aligned to the strategies and objectives. You will work with a range of stakeholders, including those outside the finance function, and will participate in capital planning and take a lead role in capital monitoring and reporting. The role will involve the preparation and presentation of information to working groups and committees.

Day to day duties of the Capital Accountant role include:

Support the Head of Capital & Investment in the management of the Capital programme and ensure delivery within the Capital Resource Limit.
Produce regular reports on capital related financial information and complete associated outputs e.g. Financial Performance papers and NHSI financial returns.
Produce the monthly capital programme schedule and associated Financed report requirements.
Produce supplementary information to support capital monitoring and decision making.
Monitor capital expenditure against detailed plans, highlighting pertinent variances, liaising with managers and prompting remedial actions required.
Support the programme managers in delivery of the Capital Programme.
Discuss and analyse complex financial processes, procedures and data with stakeholders to better inform organisational decision making.
Responsible for the reporting of all asset disposals and assessment of related profit/loss on disposal.
Support the development of and maintain the detailed capital budgets and forecasts, including supporting the 5 year plan, working with managers to identify the planned profile.
Responsible for the management and forecast of capital cash flows, liaising with the Financial Services Accountant as appropriate.
Support Head of Capital and Investment with applications and working papers in respect of funding (e.g. STP bids, loans, PDC) to support capital investment.
Assist in the preparation of capital elements of the Trust's annual accounts, ensuring compliance with timetable, and the relevant notes to the accounts.
Advise the Head of Capital and Investment of any potential issues around the capital programme and the associated accounting.
Advise managers on the correct capital treatment of asset related transactions providing clear and effective guidance determining whether expenditure meets capital criteria, recognising revenue consequences and accounting for them.
Under the guidance of managfement, apply investment appraisal and risk management techniques, whole of life costs, discounted cash flows to knowledge of the infrastructure of the service to provide advice on investment decisions.
Identify correct VAT and other taxation treatment of capital schemes ensuring appropriate action is taken / liaising with the financial accounts team as necessary.
Accounting for the impairment of assets and the impact upon income and expenditure associated with impairment, accelerated depreciation and losses on disposal.
Work with the Financial Services Accountant to co-ordinate the financial adjustments impact on the capital resource limit.
Day to day management of the fixed asset register.
Monthly reconciliation of capital expenditure and other related events (additions, disposals, transfers & depreciation) between general ledger and fixed asset register.Skills required for the Capital Accountant post:

Has a detailed knowledge and understanding of standing financial instructions and standing orders.
Has a detailed knowledge of capital accounting Knowledge of VAT guidance and application.
Understands and can apply the guidance held in the Department of Health and Social Care Group Accounting Manual in relation to Capital expenditure in the public sectorIt is essential that you have extensive prior capital accounting exposure and that you have gained this within the NHS.
