Job Description
Our client is a dynamic and innovative regional bank, headquartered in Birmingham. Reporting to the Compliance Director, the Bank has identified a need for a Compliance Manager

Responsibilities:
Reporting to the Compliance Director, the key responsibilities of this role include:

Regulatory compliance
* Support the design, development and execution of the Compliance Programme
* Conduct compliance reviews, perform compliance monitoring and surveillance to ensure that policies, procedures and practices are being followed and adhered to.
* Assist in preparing Compliance packs and management information for relevant Boards
* Liaise and follow up with the business on the Bank's regulatory reporting obligations where necessary
* Ensure compliance related policies and procedures are reviewed in line with its compliance framework and identify and implement process enhancements
* Undertake ongoing horizon scanning of regulatory developments to identify and pre-empt forthcoming changes to the Bank's compliance obligations and compliance risk profile, and ensure requirements are met in a timely manner
* Manage awareness, identification and remediation of compliance breaches, and ensure these are escalated appropriately
* Actively contribute to embedding and promoting a compliance culture within the Bank
* Represent Compliance where necessary and ensure that the compliance agenda and risks are sufficiently captured
* Assist on the development and delivery of compliance training to the organisation.
* Partner with Product owners to ensure the appropriate execution of compliance requirements and product governance.

Financial Crime Compliance
* Acting as deputy MLRO
* To assist the MLRO in ensuring the Bank operates in accordance with all legal and regulatory requirements relating to Anti-Money Laundering and Counter Terrorism Financing, Market Abuse, Anti Bribery, PEPs and Sanctions, Criminal Finances and Fraud.
* Assess the money laundering risks of any new products and services, or any new channels for promoting and distributing them
* Perform financial crime thematic reviews and implement control testing programmes
* Co-ordinate with the 1st Line teams to ensure systems and controls appropriately mitigate financial crime and fraud risks
* Maintaining oversight of High Risk relationships, PEP management, EDD sign off, periodic and trigger review processes and breach management, escalating to the MLRO where appropriate

Experience:
* Proven experience working in a Compliance or Risk & Compliance role in the financial services sector
* Experience working within banks/commercial lending entities is preferable
* Knowledge of the regulatory framework including the client asset rules (CASS)

Qualifications:
* An undergraduate degree in business administration, Finance, Economics, Accountancy, Law or a related discipline
* A postgraduate or industry qualification is preferable

Personal characteristics of suitable candidates:
* Knowledge of key compliance and regulatory topics, including new Consumer Duty
* Ability and willingness to understand and interpret regulations and regulatory guidance and apply same
* Strong interpersonal and communication skills
* Ability to take ownership of role and work under own initiative is key and assume ownership of tasks
