Job Description
Morson are exclusively partnering with a FTSE 250 client who are looking to appoint a Payroll Compliance Manager. Reporting to the Group Reward Director, this newly created role has been designed to lead on pay related risk identification, compliance improvements and new pay system design and development across a broad range of Group businesses.

The Pay Compliance Manager will be responsible for conducting a full review and audit of current pay and benefit processes, procedures and controls and oversee changes which will see significant improvements in internal governance to create a best in class payroll service.

The role will offer hybrid working with a requirement to travel as needed to divisional sites across the UK.  There will be a requirement to work closely with the payroll delivery team based in Doncaster (minimum 1 day per week).  Flexible and part time working will be considered. 

Core areas of responsibility

Lead in providing professional and expert advice and guidance on pay and benefits matters to ensure the successful and compliant delivery of payroll across the Group and legislative related changes and activity.
Undertake a full review of payrolls including payments and deduction analysis, process review, compliance audit, assess risk and make recommendations and see them through to successful implementation – work in partnership with (but not limited to) HR, Finance, Internal Risk and Audit and external advisors.
Discover and identify new areas of risk and potential non-compliance and manage to resolution and full compliance.
Lead on coordination of HMRC reviews and work with external advisors to minimise risk and cost to the Group.
Provide expert advice, support and direction on payroll aspects of new HRIS (Workday).  As a core member of the implementation team, assess payroll impact and introduce robust documented processes and controls. Ensure payroll requirements, integration plans and timescales are clearly defined and monitored.
Work with the in-house payroll team to develop innovative ways of working and implement technology and transformation that delivers a high performance and quality of service.
Develop payroll KPI’s and SLA’s and deliver efficiency and service improvements ensuring all activity is recorded and tracked with benefits realisation.
Support with government reporting requirements e.g., Gender Pay.
Support with the introduction of new benefits to ensure compliant with legislation
Manage audit activities with regulators and coordinating internal stakeholders.
Manage integration of new payrolls as a result of business acquisitions.
Manage transfer of payrolls from divestment activity.
Provide support and guidance to the payroll team, and continuous training on areas of Payroll Compliance. 
Introduce regular training programme to ensure knowledge of legislation is up to date.
Capabilities required

In-depth understanding of Payroll legislation and compliance requirements, and able apply legislative requirements to process, project and improvement delivery
Strong experience of end-to-end payroll management
Possess the necessary skills to plan, prioritise, test and document system requirements and defects to ensure the integrity of payroll systems
Excellent technical knowledge with demonstrable experience of implementing end to end process improvement and maximising the use of technology in a payroll environment
Strong system and IT skills and an excellent understanding of Microsoft Excel
Excellent understanding of using a variety of payroll and T&A systems. Working with integrated HR, Payroll and Finance systems is essential. Experience of Workday is preferable.
Proven stakeholder engagement in a matrix organisational structure, and ability to establish credibility both technically and behaviourally
Desirable – CIPP Qualified
Comfortable working autonomously with a ‘hands-on approach’
This role can be based most most UK locations with travel to the Doncaster site needed 1 day per week. The role is paying a base salary of up to £60,000 pa + car / car allowance and a comprehensive benefits package
