Job Description
You will Head the Payroll and Pensions Team for the two divisions and be responsible for running several payrolls each month, paying approximately 21,000 people.

Description
You will manage a team of 15 staff and run Payroll and Pensions, providing specialist advice, guidance and interpretation on pay, pension, taxation and related legislative matters in order to provide an efficient and cost-effective payroll service. The team work from the office and from home. This is a collaborative post and you will be a member of 2 key management Teams, therefore there will be a requirement to travel to HQ in Chelmsford occasionally.
Direct, plan and co-ordinate the Payroll and Pensions Service determining priorities, planning and managing matters, appropriate deployment of resources and providing an efficient and cost effective service to both divisions in accordance with Regulations, policy and legislation, including the effective monitoring and evaluation of working practices, procedures and contracts, ensuring strategic management and alignment of all work, so as to achieve a high quality payroll and pensions service.
Define, develop, enhance and maintain the configuration of the ERP, lead project initiatives and liaise with senior internal stakeholders in order to ensure the efficient operation of an integrated payroll system and the accuracy, relevance and security of data in line with changes to regulations, policy, statistical and statutory requirements.
Monitor and control the production of data, then approve the submissions for external bodies including HomeOffice, National Fraud Initiative, HMRC, external auditors etc. such as payroll, payment data, statistics, personal data etc. in line with legislative requirements enabling auditor sign off and to ensure that financial penalties are not incurred.
Direct and approve the completion of pension returns for the 10 schemes.
This involves being adept at interpretation of the final salary schemes and newer career average schemes as well as definitions past and present of pensionable pay, since members will likely have membership of different sections.
Direct and control the interpretation, calculation and authorisation of pay and pension changes received from various sources, including Local Government Pension Administrators, and amend internal policy and procedures accordingly.
Identify the strategic requirements placed upon both divisions of the organisation in relation to payroll and pensions issues through liaison with, and attendance at seminars, meetings and workshops organised by national organisations, regional groups and the taxation advisers, in order to enhance continued professional development and ensure the implementation of effective and compliant solutions to gather and disseminate information.
Own and lead on ensuring the organisations compliance with HMRC legislation including PAYE, termination payments, VAT for expenses.
Lead on specialist advice, information and statistics on payroll and pension issues to senior managers,
auditors, contractors and other authorised persons in order to aid decision making, budgeting and staffing.
Profile
Significant experience in payroll and pensions in a leadership role
Confident user of Microsoft Office products and ERPs
Member of the Chartered Institute of Payroll Professionals or equivalent professional body (Preferred)
Strong communication, presentation, and interpersonal skills.Job Offer
