Principal Purpose of the Job:

* As part of the Bank’s second line of defence, support and challenge the management of risks, in line with the Enterprise-Wide Risk Management ("EWRM") framework, and report material risk issues falling within Risk & ALM Department’s remit to the Head of Department and Senior Management to ensure that risks are managed within the Bank’s risk appetite and regulatory requirements.

* Day-to-day management of liquidity risk for both the Subsidiary and Branch.

* Help achieve sound Asset and Liability Management (ALM) within the Bank

Your Main Responsibilities:

* Liquidity risk monitoring and periodic / ad hoc reporting to ALCO, Risk & Compliance Committees, the Parent Bank (liquidity returns G21-25 and G31-33,J) and regulators, covering both the Subsidiary and Branch as required.

* Monitor the Bank’s liquidity position and buffers on a daily basis (LCR, NSFR, currency limits, contractual mismatch, etc), conduct daily forecasting, identify and assess the liquidity impact of maturing assets, new liabilities and off-balance sheet items, and recommend strategies for maintaining compliance with internal and regulatory limits while optimising scarce liquidity resources.

* Propose liquidity risk appetites and limits and develop and maintain effective policies for liquidity risk, including policy updates on at least an annual basis and recommendations regarding the optimal structure from an ALM perspective. Policies include but are not limited to: Liquidity Risk Management Policy, Liquidity Risk Tolerance Policy, Liquidity Risk Stress Testing Policy, etc.

* Analyse the cost of funds (COF) data provided by Financial Control and Treasury Departments, update the Funds Transfer Pricing (FTP) for use across the Bank, and provide FTP MI for ALCO.

* Assist departments to identify and manage liquidity and ALM risk in their respective activities, escalating to Senior Management, RCC or Head Office for risk-acceptance when required.

* Identify and assess liquidity and ALM risk arising from new product and service development, in line with New Product Risk Validation Policy.

* Promote and build a culture of liquidity risk and ALM awareness by providing regular training, developing strong, open and collaborative relationships with key stakeholders, and by keeping up-to-date with current liquidity risk management and ALM theory and industry best practice.

The Skills You'll Need to Succeed:

* Good knowledge of and solid working experience in liquidity risk management and ALM, preferably with a reputable financial institution, including the ability to demonstrate and articulate risk skills and methodologies.

* Awareness of industry trends and best practices in risk management (particularly liquidity risk management and strategic ALM but with a broad understanding of other EWRM categories).

* Strong written and verbal communication skills in English.

* Tact, discretion, good judgement and common sense in dealing with sensitive and / or confidential situations.

* Sound understanding of the relevant regulatory regimes and requirements governing the control and management of liquidity risk.

* Ability to deliver accurate and comprehensive risk reports, and to propose constructive, forward-looking and proportionate solutions and suggestions.

* Be capable of managing complex risk management projects.

* Good IT skills, particularly Microsoft Excel and PowerPoint, plus familiarity with in-house systems where required.
