Job Description
FINANCIAL CONTROLS MANAGER
ROLE PURPOSE:
• To ensure sound governance of the council’s bank accounts, working with the controls team to ensure all bank accounts are reconciled
• To manage a “soft closing” of the cash position, including ensuring that all postings of cash and cash equivalents are correct
• To drive continuous improvements in controls processes, including performance reporting
• To work with service managers, IT and finance teams to identify and resolve systemic issues and problems in data and feeder system
• To proactively work with IT to deliver automated reconciliation processes
• To proactively work with IT to ensure sound processes are built into changes to financial systems and implementation of new finance systems
• Be proactive in developing and improving the Controls Team and their offer to the organisation
EXAMPLE OUTCOMES OR OBJECTIVES THAT THIS ROLE WILL DELIVER:
• Co-ordination and production of reconciled bank accounts
• Identification of and assistance in resolving controls issues as new systems are implemented
• Proactive resolution of risks and problems with financial systems
• Process improvements and automation of processes
• Soft closure of the cash position in December
• Improvements in processes to enable quarterly soft closure
PERSON SPECIFICATION/SELECTION CRITERIA
TECHNICAL KNOWLEDGE AND EXPERIENCE:
• Ability to interpret financial data/information, apply logic and judgement
• Have knowledge and understanding of financial frameworks and systems in a large organisation – preferably local government
• Excellent communication, influencing and presentation skills and a pro-active approach to work, including identifying and resolving problems/issues
• Understanding and knowledge of providing service delivery improvements, including financial systems and processes within a financial setting
