Purpose of job

To provide an efficient and effective payroll administration and processing service offering accurate and timely processing of client’s payroll.

The Finance and Business Team provides three main functions:

* Manage our internal finances, Budgeting, payments, payroll, reporting

* Support external customers that use local authority Direct Payments (DP) and health authority Personal Health Budgets (PHB), providing payroll support and help with managing customers’ DP or PHB accounts. The managed accounts may be in the form of monetary funds deposited with us or via transactions made using pre-paid cards.

As all authority payments are made on a 4-weekly basis the Payroll and Managed Accounts Service also runs to the same 4-week cycle.Human resources, administration, and support services.

Qualifications

* Good all round level of education

Responsibilities:

* To register clients with HMRC and PFS as their agent, and to liaise with HMRC on clients’ behalf whenever necessary.

* To maintain all necessary payroll records, both computerised and manual, e.g. names and addresses, salary details, wage rates, etc., and to process all changes to client’s payroll files, including starters, leavers, sickness and maternity leave and any other amendments to payroll and employer and employee as required.

* To use our payroll programme (SAGE) to calculate payroll data from relevant time sheets, and other information submitted by clients, and to generate and provide clients with all necessary payroll information in time for their payday.

* To draw up a schedule of dates for the clients’ submission of time sheets during each financial year.To support clients with end of year returns.

* To ensure that all of a client’s employee’s details are up to date and they have the correct tax code.

* To deal with client’s payroll enquiries in a professional and supportive manner.

* To close down client’s files efficiently when they leave the payroll service.

* To complete necessary documentation arising from payroll information requests, including from external agencies, e.g. Cumbria County Council, CCG, DWP, HMRC etc.

* To provide payroll clients with telephone support in the event of any payroll enquiries and where necessary refer clients to other members of our team.

* To inform and advise clients on payroll matters and developments, and provide guidance on payroll regulations and systems, and legal changes.

* To produce invoices for clients for work done and maintain a record of payments received, in co-operation with other members of the administrative team where appropriate.

* To report anything untoward (that is not just an error) to your line manager.

* To exercise absolute integrity in respect of confidential matters, and to ensure the security and confidentiality of client information is always maintained.

* To maintain efficient administrative procedures.

* To be flexible in approach and assist with general office support and duties whenever necessary, work load permitting.

* To adhere to policies, procedures and quality standards.

* To undertake any other tasks as required.
